The following cluster based Service Specifications were drafted by the London MH Tariff Programme for local modification and use. They are published here as templates and it is acknowledged that there is limitation to their use until the Health and Social Care Information Centre publishes mental health intervention codes.

Experimental analysis of Clinician Rated Outcome Measures (CROMs)


The Health and Social care Information Centre has published the Experimental analysis of Clinician Rated Outcome Measures (CROMs).

This special topic examines the national and regional outcomes for people in contact with mental health services from the point of referral to the point of discharge from services. The outcome measure used was the Health of the Nation Outcome Scales (HoNOS), which is now the mandated CROM within the new cluster based mental health currency system.

National Tariff Payment System 2015/16 Consultation


Monitor and NHS England have published the consultation notice that sets out the proposed price lists and payment rules for NHS services for 2015/16 and will support NHS healthcare commissioners and providers to improve the quality and efficiency of care for patients.

Included with this is the 2015/16 Mental Health Clustering Tool Booklet which contains new advice on Bipolar and transitions from the crisis clusters.

The consultation period ends on 24 December 2014 – this is last day for submitting a response.

Workshop: Making Commissioning Work in Mental Health

On Thursday 11th December 2014, the London Mental Health Tariff Programme will be hosting a workshop for London NHS commissioners and providers. It will shape a pan-London programme of work towards moving off block contracts to more modern and innovative commissioning models from 2015/16 and beyond.

The workshop is billed as an opportunity to jointly review progress and direction of travel across London. We will aim to establish and coordinate common strategic steps and milestones for implementing commissioning and payment systems over the next 3-5 years.

New programme manager – Auzewell Chitewe

Auzewell is a Specialist Practitioner Mental Health Nurse with over 11 years clinical experience and a qualified project manager. He has worked in several senior clinical roles within NHS in-patient and community services. Over the last two years he has been the Clinical Lead for Mental Health Tariff Development for a London trust and worked closely with other London and national stakeholders in the furtherance of the tariff.
